In my tests, shooting RAW is the way to go as it gives you the most flexibility and damages the image the least.
If you do have to white balance non-RAW images, I’d suggest my freeware plug-in:

It lets you quickly set white balance and recover highlight detail that would otherwise be thrown away (Levels unfortunately doesn’t do that).
